Unfortunately (via SAR) Bucks have told me the clerk does not record panel discussions, only the decision and then they co-write the notes with the panel. However those "notes" are literally 2 sentences (as I've summarised previously). So there is no way to ascertain how they came to panel decision and hence it does make it harder to argue FOC case at appeal without those insights...The clerks notes aren’t given out routinely, you have to request them: see section D4 in the link below (click and scroll down)
please note, I don’t know how quickly they are provided, or how soon your appeal date is. but doesn’t hurt to try and request them.
