INDEPENDENT SCHOOLS • Re: 13+ from state primary

I have looked on some independent schools' websites, but I am still unsure if a pupil from a state primary can apply for a 13+ place?
For example, Westminster school says " We advise those pupils who attend state or independent primary schools that they must leave at the end of Year 6 apply for 11+ entry to Westminster Under School and those boys who attend a school that finishes at the end of Year 8 to apply for 13+ entry to Westminster School."
We are not in a position to send DS to a private school from year 7, but very likely the situation will change when he is in year 9. We hope he could get in one of the top grammar schools, then transfer at 13+ to a independent school.
Would love to hear other parents' experiences, if it's possible to secure a 13+ place from a state primary school.
There are certainly some independents who specify early application ie year 6 and expect the pupils to spend years 7 and 8 in a prep school, but they are in the minority. A great many of the schools shifted their intakes to years 7 but will also take in pupils in year 9, often putting on another form at that stage.
