I think the key is in the wording 'up to 70 places allocated to children in inner circle'. It looks like there is 2 separate pools of children. All children who achieve 232 (the AQS) fron the inner circle were offered a place which suggests that 2 more places will be offered within inner circle before outer circle is offered. I don't know this for sure but have spent a long time trying to figure it out!
