Just to add to this:
if you do Appeal for the school Twin 1 has been given a place at, and can get the SR deemed not fair/consistent/objective in order for the Appeal to proceed, mention in that specific appeal that Twin 2 is a twin, and it will be much, much easier to get both Twins to the same school, that you think they are both equally capable, and that socially they both will be far happier at the same school (assuming this is true!)
it absolutely does not in any way guarantee success, the chances are still low, BUT you need the Appeal panel to know she is a Twin and that a place GS (Twin 1) is specifically suited to her because <insert reasons> .
